NumberFormatException の Reflected XSS 対応. 「For input string: ＜パース文字列＞」というエラーメッセージが入っているため、 ユーザが入力した文字列の場合だと、Reflected XSS となってしまうため、 ここでHTMLエスケープ処理を行う。
